In short. Bank of America's own newsroom confirmed on 13 October 2026 that it has completed more than 300 hires at its new City Quays, Belfast office, against a commitment first reported in September 2025 of up to 1,000 Northern Ireland roles [1]. This ledger never logged the original promise; the 300-hire milestone is the fact that brings it in. The ledger logs a REPORTED delivered gain of 300, and a separate ANNOUNCED promise for the remaining ceiling of 1,000, status partial, region Northern Ireland, ai_cited: not-raised.

What was confirmed

Bank of America chair and chief executive Brian Moynihan, president of international Bernard Mensah and Belfast site lead Jacqui Kirk marked the hiring milestone at City Quays alongside Northern Ireland's First Minister Michelle O'Neill, Deputy First Minister Emma Little-Pengelly and economy minister Caoimhe Archibald [1]. The company's own figure is unambiguous: more than 300 hires completed, against a commitment the bank itself describes as up to 1,000 roles in Northern Ireland [2]. AI is not mentioned anywhere in the announcement.

The original commitment is older than it might look from this week's coverage. Bank of America first set out the up-to-1,000 target in September 2025, more than a year before this ledger existed. That is why it has never appeared here before: the promise predates this site, and nobody was tracking it. What changes that is today's fact, a company-confirmed, REPORTED number of actual people hired, not a press estimate or a forecast.

Why this gets graded two different ways in the same row

Three hundred of those roles are no longer a promise. They are hired, named by the company in its own release, which is as solid a source as this ledger grades: REPORTED. The other 700 implied by the 1,000 ceiling have not happened yet, and nothing in the announcement commits to a date by which they will. That portion stays ANNOUNCED, exactly the distinction this site's first rule exists to enforce: an announced figure is a promise, not a job, however confidently the company states it.

How the ledger logs it

An events.csv row of 300, graded REPORTED, status delivered, sector financial services, region Northern Ireland. A separate promises.csv row carries the outstanding ceiling of 1,000, graded ANNOUNCED, status partial to reflect that some of it is already confirmed delivered. Because this ledger is logging the promise for the first time today rather than at its original 2025 announcement, the review clock starts now: 13 October 2027 and 13 October 2028, not from the original date. The note on that row says so plainly, so nobody mistakes a late entry for an early one.

What happens next in this ledger

The plain test: does headcount at City Quays keep climbing toward 1,000, and does Bank of America ever put a date on finishing the job the way SSE and McLaren have on their own promises. Until it does, 700 roles sit in the ledger's gains-promised total, not its delivered one, no matter how firmly today's 300 were announced.
