In short. Ulster University set a target of around 450 redundancies in April 2026, roughly 15 percent of its 3,100-strong workforce, after the Department for the Economy failed to deliver a hoped-for funding settlement [1]. A university spokesperson confirmed on 20 October 2026 that 735 staff have applied for voluntary redundancy, and was explicit that the figure is not final [2]. This ledger logs the original target, 450, as the standing figure, with this update carrying the gap between it and the number who actually asked to go.

The target, and what has happened since

In April, Ulster University told staff it needed around 450 redundancies, roughly 15 percent of its 3,100-strong workforce, spread across Belfast, Jordanstown, Coleraine and Derry, after the Department for the Economy's funding settlement fell short [1]. UCU branch chair Norman Hagan called it "deeply alarming and unsustainable" at the time, and the union warned compulsory redundancies would be strongly resisted [1]. In September, the university published its voluntary redundancy scheme; Unite said at the time that the university had failed to rule out compulsory redundancies or a figure above 450.

Seven months after the original target, a university spokesperson gave the Irish News the application count: "There have been 735 applications to the voluntary redundancy scheme" [2]. That is 285 more applications than the university said it needed, and close to a quarter of its total workforce.

735 applications is not 735 redundancies

The same spokesperson immediately qualified the number: "This may not be the final number as eligibility checking is underway and withdrawal from the programme is possible over the next few months. The final number will not be known until we have worked through that process" [2]. This ledger's rule that announced is not delivered runs in both directions. A target of 450 was never a count of jobs already gone; a figure of 735 is not a count of jobs about to go, either. It is the number of people who put their name forward, some of whom may not be eligible, some of whom may change their mind, and all of whom applied to a scheme the university still describes as aimed at a smaller number than the one who asked.

What the 735 figure does tell you is something a target announcement cannot: how an institution's own staff responded to being offered the door. A scheme that undershoots its target suggests people need persuading to leave. A scheme that draws in 63 percent more applicants than the university said it needed suggests the opposite, whether from staff reading the financial situation as worse than management let on, from a workforce simply older or more mobile than planned for, or from a redundancy package generous enough to be worth taking voluntarily rather than waiting to see who gets picked compulsorily. Ulster University has not said which of these it believes is happening, and neither source checked here settles it.

How the ledger logs it

The existing row, logged 15 April 2026, stays at 450, the figure the university itself set as its target and has not formally revised. This update is attached to that row rather than creating a new one, because the university has not given a new redundancy figure, only an applicant count against the old one, and this ledger does not promote an application number to a target just because it is larger and better sourced. Status remains proposed; the figure stays graded ANNOUNCED. The 735 applications are recorded in the row's note, with the same caveat the university gave: not final, pending eligibility checks, with withdrawals still possible over the coming months.

What happens next in this ledger

Three numbers to watch for: how many of the 735 applications clear eligibility checking, whether the university raises its 450 target to reflect the demand it has clearly found, and whether any compulsory redundancies follow if the eligible, willing-to-leave total still falls short of what the university's finances actually require. Unite's September warning, that compulsory redundancies had not been ruled out, is still unresolved either way; a scheme that draws more volunteers than it asked for makes compulsion less likely, not impossible.
